Let us suppose, that we cover wings of aircraft with steady film, which can rotates around the wing, then a section of the wing looks like a type of tractor tracks (see figure). Now we begin to rotate the film. As a result, the air pressure above the wing decreases, because addition velocity of the film with velocity of the airplane. The air pressure beneath the wing will increase, because contrary reason. So, we will get increased lifting force throughout little speeds and shorten runway. By the way, the idea can also be used in ships (like the rotor drive).
